What exactly do you mean by an implementation standard?  State standards? National standards? School curriculum?  CEFR? WIDA? That sort of thing?

Generally, the problem is that standards are divorced from the local context and further, schools don't really do a strong needs assessment of learners.  

But it would be great to post this question at our more active discussion forum LinkedIN ELT Professionals. Most of our discussion has moved there.  But also fine to leave here .....
