Not web2.0 but definitely EFL. 2 programs that my students have enjoyed in the past -
Talkany - very lightweight text to speech program (375kb) which reads out any English or Spanish text pasted in. The user can choose from different fun voices and speeds, such as:
whisper, monotone, robot, boy singing, old woman ... and many more.

I thought of short readings with CCQs, or vocabulary exercises , and also just karaoke listening files and questions.
